Mosquitoes worth millions – six years later
Six years later, the Service for the Investigation of Fraud in the EU (OLAF) closed the case initiated after ACF’s tip-off regarding a public procurement for the zoning of mosquito populations along the Danube River, confirming the sanctions imposed so far by the local authorities amounting to BGN 188,000 ( EUR 95 000).
ACF alerted OLAF in June 2017 after analyzing a public procurement procedure contract concluded by the Association of Danube Communities (ADO/АДО)
In this and other ADO procurements, a number of indicators were identified, such as the winning bidders being the ones with the highest prices, illegal removal of bidders, and manipulation of evaluations for technical bids.
After ACF’s tip-off to the supervisory body with the Ministry of Regional Development and Improvement (МРРБ) in 2017 it imposed a total of ten financial correction sanctions worth nearly 200 thousand BGN /EUR 100 000/, which after an appeal by the contractor, were reduced to 12,818 BGN /EUR 6 500/.
