ACF launches the “Ask about Kovachki!” campaign

One year has passed since the Anti-Corruption Fund Foundation (ACF) revealed how the shadow cartel linked to Hristo Kovachki manipulates heating and electricity prices and saves hundreds of millions in taxes and social security contributions – at the expense of Bulgarian citizens.

We showed how business and politics exchange illicit favours, and how municipalities with large coal-fired power plants end up electing the “right” municipal councillors.

We exposed how money is unlawfully transferred under non-existent contracts, while profits flow to anonymous offshore companies and funding for investment in modern, environmentally friendly technologies remains chronically insufficient.

The “Mr. GrassHead’s Holding Company” investigation also showed how a single person – Hristo Kovachki – stands behind nominees used as figureheads for shell companies.

Despite the serious revelations and repeated questions addressed to the government of former Prime Minister Rosen Zhelyazkov, there is no information indicating that the institutions have taken adequate action against the energy empire linked to Hristo Kovachki.

It remains unclear whether public authorities are even investigating the ownership of the companies linked to Kovachki and possible violations committed by their managers or beneficial owner.

There is also no evidence that administrative or criminal liability has been sought, or that measures have been taken to remedy the violations.

Meanwhile, in May, the government of Rumen Radev took office.

That is why ACF is launching a new campaign: “Ask about Kovachki!”

“We have put to the new government the questions that have remained unanswered since May last year,” said Boyko Stankushev, Director of ACF.

“We are also calling on citizens to ask these questions, so that the state finally takes action: to investigate the invisible ‘Orion’ holding company and collect the hundreds of millions of leva owed in taxes and social security contributions.”
