"War for carcasses"

Between March 2018 and August 2019, the Bulgarian Food Safety Agency has spent BGN 30 milion for the incineration of animal carcasses. The funds have been given to two private companies who claim to have handled record numbers of carcasses eventhough they use mobile incineration installations with capacities much smaller than the capacity of traditional incineration plants.

Was the funding allocated in accordance to the Public Procurement Act? Is the agency capable of exercizing effective control over the manner that the carcasses are handled? Is there effective monitoring  over the volume of work the private companies claim to have done? This video outlines a number of worrying issues which ACF believes should be thoroughly investigated by public institutions.
