Andrey Yankulov: The draft law about the Anti-Corruption Commission allows for external control over the Prosecutor's Office

Allowing the Anti-Corruption Commission to appeal against the Prosecutor’s Office’s refusal to investigate is an opportunity for external control.
Currently, the Prosecutor’s Office’s refusals can only be appealed before a higher prosecutor.
If appeals are taken out of the closed system of the Prosecutor’s Office, and an external judge’s view of these decisions is allowed, there will be positive changes.
