Andrey Yankulov from the ACF team took part as a speaker in the conference “Rule of Law and the Business Environment in Bulgaria,” organized by the American Chamber of Commerce in Bulgaria.
The event was opened by the Ambassadors of the United States of America, Herro Mustafa, of France, Joel Mеyer, and of Italy, Giuseppina Zarra, the Charge d’Affaires of Germany, Stephan Roeken, as well as the interim Minister of Justice Krum Zarkov.
Andrey Yankulov spoke about the need for a comprehensive approach to reforming the criminal justice system.
The focus of this reform should be establishing a democratic standard of checks and balances in exercising the prosecutorial function (the role of the prosecution) in the criminal process.
An important step towards achieving such a standard is adopting the draft law submitted by the Council of Ministers to amend and supplement the Criminal Procedure Code.
It would introduce stronger external control over the exercise or non-exercise of prosecutorial powers and create a long-delayed mechanism for an independent investigation by the Prosecutor General.
