The Anti-Corruption Fund notified the new anti-corruption organ of newly-emerged circumstances that had not been declared by the member of the parliament /MP/ Volen Nikolov Siderov and that had not been described in the conflict of interest declarations filed by him so far. The MP registered a company in October 2017 and did not comply with the one-week term, which he had to declare it within. In case the committee confirms the violation, it will incur a fine amounting to 1,000-3,000 BGN, pursuant both to the new anti-corruption law, and the one that has been recently rescinded.
The data and the facts, exposed by the Anti-Corruption Fund in their signal calling for the new anti-corruption committee’s inspection, are the following:
On 3 October 2017 Volen Siderov became a founder and a partner in the company “Galeria Stil” Ltd., Unified ID Code: 204796970. The publicly accessible information, available in the Commercial Register, reveals that Mr. Siderov owns a majority share of the company amounting to 75 shares (of a total of 100). The company has declared it will be engaged in the field of trading in pieces of art and some associated activities.
In addition, some checks in the public registers revealed that the last declaration filed by the MP was dated 28 April 2017. “This declaration is currently incomplete and does not render an accurate account of the MP’s property status, which is in breach of both Art. 39 of the Law on the Counteraction to Corruption and the Confiscation of Illegally Obtained Property /LCCCIOP/, and Art. 15 of the Law on Preventing and Detecting a Conflict of Interest (a seven-day term for declaring altered circumstances) until it is rescinded”, asserts the signal prepared by the legal center of the Anti-Corruption Fund.
The fund’s jurists opine that currently, through his lack of action, demonstrated by the absence of a declaration in the public space reflecting the change in the declared circumstances pursuant to Art. 35, Par. 1, Item 3 of the LCCCIOP, Volen Siderov keeps perpetrating the administrative offence pursuant to Art. 174, Par. 1 of the law.
